Beginning with the end of British paramountcy in 1947, the book follows Manipur through the framing of the Manipur State Constitution Act, the 1948 election and elected Assembly, the controversial 1949 Merger Agreement, Chief Commissioner’s administration, Union Territory government, the emergence of new political movements, hill–valley constitutional arrangements, and the achievement of full statehood in 1972.

Drawing on official gazettes, Government of India records, parliamentary and legislative documents, Election Commission reports, Census publications, contemporary newspapers, scholarly publications and Shodhganga research, the book carefully distinguishes documentary evidence from later political interpretation.

Major subjects include the Maharaja and the elected Assembly, Hijam Irabot, the Shillong negotiations of September 1949, central administration after merger, the Territorial Council, land reforms, the return of the Legislative Assembly, the 1967 election, emerging insurgent nationalism, hill administration, Article 371C and the movement for statehood.
